Basic rules of understanding;
Production facilities, army bases, building structures, etc
Now, roleplaying as in, pretending this is the ‘real world’ comes up with several differences with strategy games like Generals Zero Hour / Rise of the Reds.
Gameplay vs Roleplay
Well playing such games like in the famous C&C branch, you just start constructing a base, building an army and wipe out your opponent. From out a barracks, soldiers pop out. Vehicles and tanks appear from a very, very small factory. Training times, constructing and all of this is balanced in order to maintain a high game speed. And that’s kicking in an open door. If such games aren’t speed up, and structures being so small, the game would suck.
This isn’t just another game. This is in real life based roleplaying, with the history/timeline from a game. Even in the events, there is barely any mentioning army bases, other than a raid or decent attack on an existing army base (the AI in game). Even if you build the entire map full, your base didn’t count, as in history wise. This is just a part of the game. People like to construct a base how they desire, however, in real life, ambushing for example Dr Thrax’ base, would just be a military attack. Just military units instead of constructing a base. Only perhaps a command post, and some control points in the far area around the base.
So Dr Thrax was defeated, but there was no USA base left. Keep this in mind. But how do army create units?
Infantry
Infantry are just common men and woman, drafted and/or signed up for serving the army. They are random people, plucked from the street and put in some training program. From this point, military equipment will come to them, uniforms, weapons, vehicles.
Vehicles
Vehicles are made in factories. Pretty obvious perhaps, but keep in mind that these factories are far more bigger then just the small buildings from in the game. Perhaps you have an idea how big a car factory is. Double that, triple or even bigger, than that.
Due to their enormous size, they aren’t constructed on the front line. Artillery could easy destroy such large structures, or even the enemy could take it over, risking losing production capabilities to your enemy, let alone, blueprints.
Ships.
Ships and other maritime vessels are obviously build at the edge of water and land. Harbors, dry docks etc. with some factories and structures near it for part production, and assembling.
Conclusion/army bases
This in conclusion, army bases would just be strongholds, with perhaps a power plant and some defences. Bunkers, walls, perhaps an airstrip, some barracks (to provide your infantry some shelter) and some popped up maintenance areas for your vehicles. Army parking spots, armouries and weapon storage bunkers.
